POLICY - DISABILITY
la création d'un Comité Intermisteriel du Handicap en remplacement de l'actuel déléguation comme la annoncé le gouvernement, ne semblent pas avoir convaincu les association et personnes handicapées. 2009.09.02 - Tutorial government restructuring or the creation of a Disability Committee Intermisteriel to replace the currently delegated announced as the Government does not seem to have convinced the association and persons with disabilities. Decision also announced the death of Jean-Marie SCHELERET as president of CNCPH replaced by Patrick Gohet which the next report and forecast for 2010. CNCPH which will meet in mid-October will be asked in an advisory opinion on is change. Questioned here is what we meet Mr. Patrick and Mr. Jean-Marie GOHET SCHELERET ...

Cabinet
To recall the Government has effect in early September, a press release announced the abolition of the Interministerial Delegation for the benefit of Persons with Disability Committee Intermisteriel chaired by Prime Minister Francois Fillion. This decision was taken without any consultation with the associations concerned would be the result depending on the services of a government restructuring of services, creation of a Sub-Department of Disability in the general direction of social cohesion that will replace the 'present. The ICH is responsible for implementing a policy section. It will be led by Thierry Dieuleveux, 49, Inspector General of Social Affairs and Chief of Mission overhaul of public policy for family policy.
For others, the statements of Jean-Marie Schléret and its 2008 report on disability policy have not been very popular with the Head of State. Whatever the reason, the lack of discussion with the voluntary incomprehensible. Finally, this change seems vindicated associations who fear a takeover by the Government to prevent any criticism of its policy.
For its part the Collective disabled Democrats (CDH) said its stafisfaction but he still seems prudent, say that "with the creation of the Interdepartmental Committee on Disability (ICF) is the government come to treat the disability through a policy" cross ". All the difficulties facing the most vulnerable in our society (education, work, income, housing, health) should be treated the same way as for the citizen "ordinary". Here is the true meaning of a successful inclusion. But do not be fooled! Without clear objectives, with the key, real budgets to meet the urgent needs of citizens in great despair, the HIC will only flash in the pan on the grill! The crisis is even more number of people with disabilities, that they were already living in poverty before. Recent measures to curb the deficit of social services and health, have only added drama and injustice in a particularly intolerable in the twenty-first century.
The group encourages Mr. Francois Fillon, to dictate to the ICH of clear objectives, aligned with the high expectations expressed in the recent mobilization of the great movements of people with disabilities. The HRC requires that senior policy makers put in front of the stated objectives necessary financial means for their effective realization. With the creation of ICH, it is imperative that a break with the past is done: an end the "announcement effects" without proven budgeting! Social cohesion dear to so-called modern societies through real concrete answers!
Interview with Mr. Patrick GOHET

President of the Interministerial Delegation Disability replaced soon Patrick Gohet should thus be replaced Jean-Marie SCHLERET to post CNCPH
FHI - The Interministerial Delegation will disappear in a few weeks. Why such a decision and the reasons for "the takeover by the Prime Minister"?
Patrick GOHET - We're a different era. We are moving from an era when it was primarily to introduce legislation to reform and regulatory policy for the disabled at a time when the priority is the implementation of these texts. Many of us consider it necessary to adapt the governance of disability policy and act in keeping with the broad guidelines of the reform of the state. I am among those who have suggested that installed the Interdepartmental Committee already established by the framework law of 1975. By placing this body to the Prime Minister, we are strengthening the capacity of decision and action.
FHI - You'll even be appointed to CNCPH replacing the current president, Jean-Marie SCHLERET. Associations, disability or other institutions say some of them it is a takeover. When do you and how you see this appointment?
Patrick GOHET - The part I took in the design and development of new disability policy on the one hand, and my contribution to the remarkable cooperation that has marked the adoption of the new law are guarantee that the CNCPH continue to be a college place of real dialogue and constructive proposals.
FHI - Can you tell us the time for the implementation of organizational change and its future composition?
Patrick GOHET - The composition of CNCPH is almost complete. He is the subject of a widening in the direction of disabilities that were not previously represented and actors from sectors of education, occupational medicine, rehabilitation and running ... True to what he was chaired by Jean-Marie SCHLERET the CNCPH be vigilant and positive partner government.
Interview with Jean-Marie SCHELERET

Jean-Marie SCHLERET current Chairman of the National Advisory Council Handicapped Persons (CNCPH)
FHI - The Interministerial Delegation will disappear in a few weeks why such a decision and the reasons you consider by some as a "takeover by the Prime Minister"?
Jean-Marie SCHELERET - There are two aspects to this problem, one positive, one negative. Since February 2008, requested an interministerial steering CNCPH of disability policy, placed at the Prime Minister. It was thus agreed with the creation of the interdepartmental committee. By cons, it was perhaps not advisable to remove as much for the interministerial delegation that would have been a great support.
FHI - According to you this or not such reorganization will be beneficial for the person and how do you composed?
Jean-Marie SCHELERET - In principle, an interdepartmental committee under the chairmanship of the Prime Ministry, should promote better consideration of the spirit and provisions of the 2005 Act, and consequently, better serve people with disabilities . The question remains whether the backing of the DGAS - DGCS, will the Secretary-General needed to aid the revitalization of such a device.
FHI - Currently President of CNCPH you will soon be replaced in that post by Mr. Patrick Gohet. If it seems happy, associations, disabled or other state agencies for some of them it is still a grip. When you think and how you see this appointment?
Jean-Marie SCHELERET - The planned appointment of Patrick Gohet head of CNCPH can only reassure the outgoing president who has devoted much energy since 2002. This is probably the best choice, given the vast experience of inter-ministerial delegate who was always at my side CNCPH and since 2004 has provided a highly effective secretariat. The only uncertainty lies in the backing of the DGAS-DGCS brings us back to the situation before 2004, the one I found by accessing the presidency of CNCPH. If such affiliation may ironclad guarantee of competence, it can also be counterproductive. From 2002 to 2004, I found it very difficult to effectively mobilize this administration. Me so apparent that it was not desirable to entrust to an administration charge of producing the main implementing legislation, the logistics of a body to decide on them.
