POLICY - DISABILITY
la création d'un Comité Intermisteriel du Handicap en remplacement de l'actuel déléguation comme la annoncé le gouvernement, ne semblent pas avoir convaincu les association et personnes handicapées. 2009.09.02 - Getting Started with government restructuring or the creation of a Disability Committee Intermisteriel replacing the current delegates as the government announced, does not seem to have convinced the association and persons with disabilities. Decision also announces the passing of Mr. Jean-Marie SCHELERET as president of CNCPH replaced by Patrick Gohet whose next report, scheduled for 2010. CNCPH which will meet in mid-October and will be asked has an advisory opinion on is change. Questioned here is what we meet Patrick Gohet and Mr Jean-Marie SCHELERET ...

Council of Ministers
To recall the Government has in effect a statement early September announced the abolition of the Interministerial Delegation of People Disability benefit Intermisteriel Committee chaired by Prime Minister Francois Fillion. This decision was taken without any consultation with relevant associations would result in different services of government restructuring services, creating a sub-directorate of Persons with Disabilities in the general direction of social cohesion that will replace the 'present. The HIC would be responsible for implementing a mainstreaming policy. It will be led by Thierry Dieuleveux, 49, Inspector General of Social Affairs and Chief of Mission overhaul of public policy to family policy.
For others, the statements of Jean-Marie SCHLERET and its balance sheet in 2008 on disability policy have not been very popular head of state. Whatever the reason, the lack of discussion with the voluntary incomprehensible. Finally, this change seems vindicated associations who fear a takeover by the Government to prevent any criticism of his policies.
From his side the Collective disabled Democrats (CDH) said its stafisfaction but still he seems prudent to say "with the creation of the Interministerial Committee Disability (ICF) for the government to deal with disability through a policy" transverse. All the difficulties facing the most vulnerable in our society (education, work, income, housing, health) should be treated the same way as the "ordinary" citizens. Here is the true meaning of a successful inclusion. But let there be no mistake! Without clear objectives, with the key, real budgets to meet the urgent needs of citizens in great despair, the HIC will only flash in the pan over the coals! The crisis is all the more number of people with disabilities, that they were already living in poverty before. Recent measures to curb the deficit of social services and health, have only added drama and injustice in a particularly intolerable in the twenty-first century.
The group encourages Mr. François Fillon, to dictate to ICH clear objectives and precise, in keeping with the high expectations expressed in the recent mobilization of large movements of people with disabilities. The HRC requires that senior policymakers are facing targets displayed the necessary financial means for their realization. With the creation of ICH, it is imperative that a break with the past is done: an end the "announcement effects" without proven budgeting! Social cohesion dear to so-called modern societies through real concrete answers!
Interview with Mr. Patrick Gohet

President of the Interministerial Delegation Disability replaced shortly Patrick Gohet and should be replaced Jean-Marie Schleret to post CNCPH
FHI - The Interministerial Delegation will disappear in a few weeks. Why such a decision and the reasons for this "takeover by the Prime Minister?
Patrick Gohet - We're a different era. We are moving from an era when it was above all to adopt legislative and regulatory reform for disability policy at a time when the priority is the implementation of these texts. Many of us consider it necessary to adapt the governance of disability policy and to make respecting the broad guidelines of state reform. I am among those who proposed to set up the Interdepartmental Committee that the law already provided guidance in 1975. By placing this body to the Prime Minister, we are strengthening their capacity for decision and action.
FHI - You'll even be appointed to CNCPH replacing the current president, Jean-Marie SCHLERET. Associations, disability or other state agencies for some of them it is a takeover. When do you and how you see this appointment?
Patrick Gohet - The part I took in the design and development of new disability policy on the one hand, and my contribution to the outstanding cooperation that marked the adoption of the new law are guarantee that the CNCPH continue to be a place college genuine dialogue and constructive proposals.
FHI - Can you tell us the time for the implementation of organizational change and its future composition?
Patrick Gohet - The composition of CNCPH is almost completed. It been a widening in the direction of disabilities that were not previously represented actors and sectors of education, occupational medicine, rehabilitation functional ... True to what he was chaired by Jean-Marie SCHLERET the CNCPH will be a positive partner and vigilant government.
Interview with Jean-Marie SCHELERET

Jean-Marie Schleret Council President and National Disability Advisory (CNCPH)
FHI - The Interministerial Delegation will disappear in a few weeks why such a decision and the reasons you consider by some as a "takeover by the Prime Minister?
Jean-Marie SCHELERET - There are two aspects to this problem, one positive and one negative. Since February 2008, the CNCPH asked interdepartmental steering disability policy, which reports to the Prime Minister. It was thus agreed with the establishment of the interministerial committee. By cons, it was perhaps not advisable to remove all the ministerial delegation which would have been a great support.
FHI - According to you this reorganization will be such or not beneficial to the person and how do you composed?
Jean-Marie SCHELERET - In principle, an interdepartmental committee chaired by the Prime Ministry, should promote better consideration of the spirit and provisions of the 2005 Act, and consequently, better serve people with disabilities . The question remains whether the backing of the DGAS - DGCS, the secretary general will aid vital to the revitalization of such a device.
FHI - Currently President of CNCPH you will soon be replaced in that post by Mr. Patrick Gohet. If it seems happy, associations, disability or other state agencies for some of them it is still a grip. When you think and how you see this appointment?
Jean-Marie SCHELERET - The planned appointment of Patrick Gohet head of CNCPH can only reassure the outgoing president who has devoted much energy since 2002. This is probably the best choice, given the experience of inter-ministerial delegate who was always by my side to CNCPH and since 2004 has provided an extremely effective secretariat. The only uncertainty lies in the backing of the DGAS-DGCS brings us back to the situation before 2004, one I found by accessing the Presidency CNCPH. If such an affiliation may ironclad guarantee of competence, it can also be counterproductive. From 2002 to 2004, I experienced great difficulty in effectively mobilize this administration. Then appeared to me that it was not desirable to appoint an administration charge of producing the main implementing legislation, the logistics of a body to rule on them.
